The former Reds trainee earned some rave reviews and impressed with his performances whilst on loan last season, playing 33 games for Chesterfield and scoring his first ever league goal.
Chesterfield manager Roy McFarland said: "I am delighted that Phil Picken, who did so well for us last season, has agreed to commit his future with Chesterfield, especially as there has been some competition for his signature."
Roy added: "Phil has a terrific 'want to die for the cause' type of attitude and has already proved what an influence he can be."

Meanwhile, Phil Picken said: "I am delighted to be able to sign for Chesterfield and I am very grateful to Roy McFarland and Lee Richardson for giving me my first chance of first team football."
Phil added: "I am looking forward to doing great things in the future with the Spireites. I can't wait to get back playing football again."
